Finances

IDS is an independent 501(c)3 non-profit organization that is funded by annual membership fees and a state subsidy from the Pennsylvania Department of Education's Office of Commonwealth Libraries.

 

Each summer, the Finance Committee brings a proposed budget for the next fiscal year to the IDS Board of Directors.  The Board votes to approve the budget and to establish the member fee structure.  IDS operates on a calendar year and receives approximately 30% of its gross revenue from the state subsidy.

 

2015 Budget

The budget for 2015  is $1,927,435 (8% lower than the 2014 IDS Budget). Delivery fees were projected to decrease by 9%.  State Funds will remain level from 2014.  There will be a 1% increase in full and affiliate Member Fees for 2015.

 

 

2016 Budget

 

The budget for 2016  is $2,001,328 (3.83% higher than the 2015 IDS Budget). Delivery fees were projected to increase by 4.75%.  State Funds will remain level from 2015.  There will be a 1% increase in full and affiliate Member Fees for 2016.

 

The Board anticipates the need to increase membership fees incrementally over the next few years.

Management Services

The Interlibrary Delivery Service of Pennsylvania contracts with the Bucks County Intermediate Unit #22 for management services.  BCIU22 has held this contract since 1999.  Pamela Newman Dinan is responsible for this project as the IDS Administrator.

 

Management responsibilities include:

  1. Liaison to the Board of Directors
  2. Liaison to Membership
  3. Manage day-to-day operations
  4. Direct interaction with UPS
  5. Accounts Payable and Receivable
  6. Financial Services
  7. Technical Services

 

 

IDS is an independent 501(c)3 non-profit organization that has been in existence since 1977.  It is governed by a Board of Directors who operate under organizational by-laws, which were recently updated in October 2012 to reflect current business practices.  The Board of Directors are representative of the IDS membership and make organizational decisions including, but not limited to:

  1. Establishing the annual budget
  2. Determining annual member fees
  3. Bidding and selection of contracted shipping services
  4. Establishing and revising policies
  5. Monitoring the fiscal health of the organization
  6. Sub-committee work on current issues
  7. Approval of contracts
  8. Election of Board Members
  9. Establishing organizational guidelines and procedures
  10. Selection of contracted management services

Board Nominations & Elections

Each year, the IDS Nominating Committee seeks to identify individuals willing to stand for election to the IDS Board of Directors.   The IDS Board has 14 members, two appointed and 12 elected.  Candidates must represent institutions that are full members of IDS and should represent various types of libraries and geographic regions. There is a tradition of asking those eligible for re-election if they wish to be on the ballot again.

 

Candidates elected to the board will serve a term of three years.  Board members attend three to four meetings per year that take place in Harrisburg, Pennsylvania; IDS reimburses for travel expenses.  Additionally, a member usually has one committee assignment.  Committees may meet by phone, in-person or through e-mail; committee travel is also reimbursed. The Bylaws of the organization contain a full description of the Board and its duties.  

 

The slate of candidates is presented to the IDS Full membership in late August or early September; write-in ballots are allowed. Each full member library is allowed to cast one vote for each open seat on the board.  Votes are collected electronically.  The election results are announced at the Annual Member Meeting, usually held in October.
